SUMMARY
OF AUGUST 13,1999, MEETING WITH GPU NUCLEAR, INC.
REGARDING LICENSING ISSUES AT TMI-1 On August 13,1999, a public meeting was held between the U. S. Nuclear Regulatory Commission (NRC) and GPU Nuclear, Inc., (GPUN or the licensee) at NRC Headquarters, One White Flint North,11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the status and completion schedule of active, and soon to be submitted, TMI-1 licensing issues. NRC Projects supervisors in attendance also provided a discussion of recent NRC initiatives to reinvent the Projects function. Also, discussed was a proposed licensing workshop to be held during the first half of the year 2000. Enclosure 1 is a list of attendees. is a copy of the licensee's handout used at the meeting.

Major changes since the previous meeting on May 7,1999:
Completed NRC staff actions:
l The staff iscued its closeout letter for the licensee's response to Generic Letter (GL) 96-05,
" Periodic Verification of Design Basis Capability of Motor-Operated Valves," on May 27,1999, as tracked under TAC (task assignment control) number M97111 and this TAC is considered complete.
The staff issued its closeout letter related to TAC number MA0578, " Response to the Requests for Information in Generic Letter 92-01, Revision 1, Supplement 1, ' Reactor Vessel Structural Integrity,' for Three Mile Island Unit 1," on June 30,1999.
The staff issued its closeout letter for the licensee's response to GL 88-20, Supplement 4,
- Individual Plant Examination of External Events for Severe Accident Vulnerabilities," on July 7, 1999, as tracked under TAC number M83685 and this TAC number is considered complete.
The staff issued a Confirmatory Order on August 11,1999, to confirm by order, the licensee's commitment, as documented in its June 2,1999, letter, to complete Thermo-Lag 330-1 fire 4
barrier corrective actions by June 30,2000. This effort is being tracked under TAC number M85615.
The staff also issued license Amendments Nos. 211,212 and 213 on June 15, June 21, and July 1,1999, respectively, in response to technical specification change requests (TSCRs) Nos.
253,255, and 273, respectively. The licensee also requested withdrawal of TSCR No. 257 on April 27,1999. The staff approved the withdrawal of TSCR No. 257 on May 14,1999.

The licensee identified several TSCRs which it has not yet submitted and reviewed its submittal schedules and the date the submittal reviews would need to be completed.
The licensee indicated that it would need the review of a pending submittal, TSCR No. 262, to incorporate improvements from the standard technical specifications completed by the upcoming fall 1999 refueling outage. The staff indicated to the licensee that since the beginning of the outage was less than 1 month away, and since there were additional license amendments also needed by the licensee to support this outage that had not yet been issued, and were of higher priority than TSCR No. 262, that it probably was not possible to complete that review prior to the outage. The staff's current schedule is to complete that review by December 1,1999. The staff would try to accommodate the licensee's request to the extent practicable. The licensee acknowledged the staff's comments.

The licensee identified several TSCRs which it has not yet submitted and reviewed its submittal schedules and the date the submittal reviews would need to be completed.
The licensee indicated that it would need the review of a pending submittal, TSCR No. 262, to incorporate improvements from the standard technical specifications completed by the upcoming fall 1999 refueling outage. The staff indicated to the licensee that since the beginning of the outage was less than 1 month away, and since there were additionallicense amendments also needed by the licensee to support this outage that had not yet been issued, and were of higher priority than TSCR No. 262, that it probably was not possible to complete that review prior to the outage. The staff's current schedule is to complete that review by December 1,1999. The staff would try to accomodate the licensee's request to the extent practicable. The licensee acknowledged the staff's comments.
