The meeting was requested by and the agenda set by GPU. The meeting was divided into two parts the first dealing with the licensing issues involved in the construction and loading of an independent spent fuel storage installation (ISFSI) to be c6 tructed at the Oyster Creek Nuclear Station located in Toms River,NewJerse{y,ar.dthesecondbeingtheupgradingoftheReactorBuilding Crane for fuel cask handling operations.
For the first part, GPU presented a time line of events that would lead to initial construction activities related to the ISFSI support systems to begin i
in early 1994, a complete copy of the Milestone Schedule is attached. GPU l
posed questions on the interpretation of certain aspects of 10 CFR Part 72, which NRC addressed. NRC gave the latest projected dates for milestones associated with the certification of the Standaridized NUHOMS fuel storage l
system.
The staff also discussed the movement of a spent fuel cask to be employed by Oyster Creek in utilizing an onsite ISFSI. The staff was concerned that, the licensee would not be complying completely with heavy loads criteria specified in NUREG-0612 " Control of Heavy Loads at Nuclear Power Plants"; the criteria require the licensee either to utilize a single failure-proof crane in such movement or to assume a cask drop and to analyze the effects upon safe shutdown equipment or spent fuel in accordance with Section 5.1, " Recommended Guidelines" of NUREG-0612.

while the crane's rated capacity is 100 tons and the capacity ultimate capability is, approximately, five (actually 5.2) times that.
NUREG-0612 would require a minimum ratio of 10 to 1.
t The licensee plans to proceed with their planned operation which requires cask movement during operation. The licensee stated that a cask drop could affect, adversely the isolation condensers and torus if this cask were to fall.
The licensee cited operations with smaller (30-40 tons) casks and other heavy equipment without any load drops. The licensee also cited letter Generic Letter 85-11 which cancelled Phase II reviews as being of sufficient reasons for not requiring doing anything more. The licensee stated that per Generic Letter 85-11, NRC approval of their planned actions was not required.
Therefore, they plan to perform a 10 CFR 50.59 review and not propose to use an installation of a single failure crane.
The staff believes the licensee's position is inconsistent with the safety criteria documented in NUREG-0612.
