CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED JANUARY 20, 1986 l

By letter dated January 20, 1986, Comt'ustion Engineering requested an amendment to License No. SNM-33 to increase their possession limits for source material f";m 20,000 kilograms to 50,000 kilograms. Part of this material will be stored as natural UF in 10-ton cylinders The same storage and handling 6

procedures currently used for enriched UF will be used for the natural material. Storage will be within the sit manufacturing area security fence.

The storage of natural UF 6 will not generate any effluents for offsite release.

The natural UF in 10-ton cylinders is intended for storage only and will not be disturbed once6 in place. Therefore, there is no environmental impact or significant increase in the potential for or. consequences from radiological accidents.

Accordingly, the staff has concluded that the following conditions have been met:

1. There is no significant increase in the tyoe or significant increase in the amount of any effluents that may be released offsite,
2. There is no significant increase in individual or cumulative occupational radiation exposure,
3. There is no significant construction impact, and
4. There is no significant increase in the potential for or consequences from radiological accidents.

Therefore, in accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
