Dear Mr. Michaels,

This is to confirm our earlier conversation about the possibility of criticality during storage as the result of activation of fire sprinklers in the fuel storage area.

As I indicated, this is not a credible accident scenario at this facility for the following reason:

Fuel storage geometry (in four separate dmms) precludes criticality even if suflicient water were present to cover the fuel assemblies.
