HEU-LEU Conversion Rule Implementation for the l Manhattan College Zero Power Reactor (MCZPR)

Dear Sir or Madam:

In accordance with your instructions and the requirements of 10CFR50.64 (C)(2), Manhattan College is providing you with this proposal for conversion of the HEU fuel in the MCZPR to LEU fuel. Our proposal covers (1) the status of Department of Energy (DOE) funding, (2) the content of the safety analysis report (SAR) to be prepared covering the safety implications of the facility conversim and (3) the schedule for accomplishing the full conversion program.

(1) Status of DOE Funding:

On January 14, 1987, a proposal was submitted to the DOE for a grant of

$27,300 to cover certain of our incremental costs associated with the IEU-LEU conversion of the MCZPR. We have been informed by Mr. Keith Brown of the Office of Energy Research of the DOE that our proposal is acceptable and will be funded at the level requested. It is our understading that the necessary contract documents are now being processed.

We have also been working along with DOE, INEL, and ANL (RERTR) perscnnel to prcade the fuel element and core parameters required for design of the new LEU elements.

(2) Safety Analysis Report (SAR)

A SAR, covering all safety-related factors associated with the IEU-LEU conversion process that are significantly affected by the conversion, will be prepared and submitted in conjunction with the Application for Authorization to Convert. Based cn our discussions to date, it is not anticipated that major core or facility changes will be required. It is our understanding that the core ccrnputations and analyses supporting implementaticn will be provided by RERI'R.

U.S. Nuclear Regulatory Comission/Page Two (3) Schedule for Conversion Following is the projected overall schedule for conversion, based on the best information currently available:

1. Receipt of $27, 300 from DOE requested April 15, 1987 in January 14, 1987 proposal.
2. Provide written information to N.Y.C. April 1, 1987 Bureau of Radiation Health of HEU-LEU conversion process. Followup information will be furnished.

3. 91bmittal to NRC of " Application for August 31, 1987 Authorizatica to Convert", inclusive of the SAR (1), an updated schedule, proposed revisions in Tech Specs and related plans, etc..
4. Receipt of " Order to Convert" K ZPR fuel March 1,1988 (2) (A) l S. Conpletion of all plans and scheduling of April 1,1988 (A+1) steps in conversion process.
6. LEU fuel fabrication and provisim a) Reviewed and approval of INEI/RERTR May 1, 1987 drawings and specs b) Receipt of LEU fuel June 1,1988 (A+3)
7. Cmpletion of final tests and instruction May 1, 1988 (A+2) using HEU.
8. Removal of HEU and replacement by LEU July 1, 1988 (A+4)
9. Shipment of HEU a) Prepare transportation papers May 1, 1988 and schedule fuel shipment b) Receive shipping containers from DOE June 1, 1988 c) Load HEU fuel into shipping containers July 1, 1988 d) Ship HEU fuel July 15,1988 (A+41/2)
10. Cmpletim of initial tests of operational Septenber 1,1988 (A+6) parameters with LEU
11. Submission of reports to NRC (and DOE) October 1, 1988 (A+7) sumarizing new operating conditions and comparing with SAR predictions and license / tech. spec. conditions

U.S. Nuclear Regulatory Consission/Page Three (1) Schedile considers time required to obtain REIER input.

(2) Based on information from NRC that a six month period of application review will be required.

Please let me know if any additional information is required at this time. We will proceed as indicated in the schedule unless information is provided requiring that the schedule be modified or circumstances change.
