Dear Mr. Miller:

We received your letter of March 11, 1982 approving the revision to the Manhattan College Physical Security Plan for our zero power reactor, License No R-94 We have been asked by the Bureau for Radiation Control of the New York City Health Department for a copy of the Security Plan (a copy of their letter is attached). We are interested in the position of the NRC on the release of this information (now part of our License as Amendment No. 5) to a local agency. Are there legal restrictions, portaining to questions of licensing authority, involved in the satisfaction or refusal of the New York City request?

What would be the procedure to be followed on this and on any other such local requests in tha future?
