Manhattan College Zero Power Reactor, License Renewal Request

Dear Mr. Bernard:

In accordance with the September 19, 1983 letter from Cecil O. Thomas to the writer and our telephone conversation of October 3 1983, we have attached a resubmittal of our license renewal request letter. In accordance with 10 CFR 50. 30(b), the letter has been notarized and resubmitted in triplicate. This should take care of item 1 of the Septem'aer 19, 1983 lette r.

On item 3, I have attached a copy of the March 11, 1982 letter from James R. Miller of NRC to Bro. Gabriel Kane of Manhattan College which approves the physical security planfor the facility. This is the same plan which we inadvertently submitted with the Safety Analysis Report. . As you pointed out, the Physical Security Plan should not be part of a publicly disclosed document and should be withheld pursuant to 10 CFR2. 79(d).

Since the Physical Security Plan has already been approved, we do not feel there is any need to have it processed further or to be re-submitted. Please advise us if this is not the case.

In accordance with my conversation with Mr. H. Bernard on August 15 1983, we have enclosed one original and 10 copies of our Safety Analysis Report. This letter and the enclosed Safety Analysis Report constitute our application for a ,

twenty (20) year renewal of Facility License R-94 which is due to expire on September 30, 1983 As we are submitting this application more than 30 days prior to the expiration date, we presume that 10CFR2.109 permits our continued operation past the expiration date while the application is being evaluated.

The applicant (the Manhattan College Corporation) and any official acting on behalf of the applicant certify that this application is prepared in conformity with Title 10, Code of Federal Regulations and do so solemnly swear (or affirm) that all information contained herein, including any s 2pplements attached hereto, is true and correct to the best of our knowledge and telief.
