Dear Mr. Michaels:

I am writing to inform you that Manhattan College wishes to cease operation of the Manhattan College Zero Power Reactor (MCZPR), and is herewith taking the necessary steps and procedures mandated to deconunission the Reactor. We are preparing and will fonvard under separate cover a possession-only license application.

As required by the regulation in 10 CFR 50.75 9(d), we have prepared an estimate of the costs necessary to deconunission the Reactor. The estimate is outlined below is based on hourly rates of $125 (professional time) and $80 j ,

i To rueet the financial assurance requirements as set forth in the regulation 10 CFR 50.75 (e), Manhattan College is establishing an external sinking fund to which it will contribute an annual amount ($30,000 in the 1997-98 school year). This fund I will be in the form of an escrow account.

I understand that the actions l and commitments outlined in this letter include the initial steps towards securing a l possession only license and eventual deconunissioning. Please notify me of all
