An announced safety inspection of your reactor operation program at the Nuclear Reactor

L Facility was' conducted'on September 29,1993 by Mr. S. Holmes of this office. Discussions

of our findings were held by Mr. Holmes with you and members of your staff at the

conclusion of this inspection on September 29,1993.

Areas reviewed during this inspection are important to public health and safety and are

described in the enclosed inspection report. The areas examined included staffing, reactor

logs, operating procedures, operator requalification program, surveillances, control of

experiments, and oversight. .Within these areas the inspection consisted of observations by

the inspector, selective examinations of procedures and representative records, and interviews

with personnel.

'Within the scope of this review, we observed that your staff was well qualified and the

Reactor Operations Committee was active in providing direction and oversight to your

- program. However, we noted that, due to your extended shutdown, operators have been

unable to perform the critical operations required by the requalification program. You stated

• that an accelerated requalification plan, commensurate with your facility and staff, would be l

9 sub'mitted to the NRC for approval prior to refueling and commencing critical operations, j
