Order to Show Cause, dated September 27, 1985, Relative to the Manhattan College Zero Power Reactor, Docket # 50-199.

Dear Mr. Hoyle:

The following information is provided in response to the subject order to describe our situation relative to the unirradiated high enriched uranium fuel presently on-site, and our intentions as to future possession of this material.

Manhattan College currently possesses three (3) fuel plates, each having a nominal uranium content of 13 grams, which taken together are a partial replacement for the plates in a complete fuel element in the reactor core.

The plates are stored in a padlocked steel box 8-1/4"X8-1/2"X50" which is bolted to the concrete floor of the secure area below the Advanced Physics Laboratory. In addition the plates see secured within the box by metal straps which are welded to a shelf in the box.

It is proposed to continue to maintain possession of these 3 plates for potential future experimental use and replacements for plates in a fuel element in the core as permitted by the order. The plates would remain in the present secure status.

I We have discussed our status relative to the order with Mr. Don Carlson of the NRC (telephone conversation of November 16, 1985). Mr. Carlson indicated our approach would be satisfactory.
