APPL lCATION FOR AMENDMENT TO OPERATING l.lCENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder il Facility Operating Ucense No. DPR.59, hereby applies for an Amendment to the Technical Specificatia's contained in Appendia A of tbi license.
The purpose of the proposed change climinates the requirement for the Authority to perform a Type A primary containment integrated leak rate test (ILRT) during the 1988 refueling outage due to the prosisjon of the Technical Specifications. Tbc inboard welds connecting this vaht to the containment perattation cannot be isolated to ellow performance of a 'ocalleak rate test.
1411Pl.11 was replaced as part of a program to improw the overall leakage characteristics of the FitiPatrick containment structure.
