Dear Mr. Perez:

The Commission has issued enclosed Amendment No.12 to Facility License No. R 120 for North Carolina State University. The amendment consists of changes to the technical specifications (TS) in response to your submittal of September 10,1997.

The amendment updates Figure 5.2-1 of the TS, PULSTAR Reactor Site Map, and removes reference to Region 11in TS 6.7, Reporting Requirements.

A copy of the safety evaluation supporting Amendment No.12 is also en ;osed.
