SUBJECT:

MEETING WITH THE DETROIT EDISON COMPANY TO DISCUSS ISSUES RELATED TO THE IMPROVED STANDARD TECHNICAL SPECIFICATIONS FOR FERMI 2 A meeting was held at NRC Headquarters on November 4,1997, to discuss the licer.see's plans for the submittal and implementation of the improved standard technical specifications (ISTS) at the Fermi-2 plant. The licensee had requested the meeting to discuss the status of its submittal preparations and to leam more about the process the NRC is currently using for the review of these submittals.

The licensee plans to submit its application in March 1998. The licensee hopes to implement the ISTS in the middle of an operating cycle (i.e., with a 2 or 3-month separation from any refueling outage). The next refueling outage is scheduled to begin in August 1998, with the following outage starting in approximately March 2000. The staff indicated that the NRC review would take approximately 12 months from the time it starts. However, due to a backlog of reviews, the NRC would not begin its review as soon as the submittal s' rives. Most likely, NRC L review would start in the middle of 1998 with completion in mid-1999. This appears to fit well with the Fermi schedular needs.

l The staff emphasized the need to minimize the inclusion of any items that are beyond the ISTS scope in the submittal. These items would require separate reviews and could delay the issuance of the amendment. The licensee indicated that it understood this.

The staff then explained the process. Shortly after the staff receives the submittal, it will perform a screening review to locate any obvious problems. These problems will then be discussed and resolved with the licensee, if the screening identifies issues that require a separate review, the NRC project manager will initiate action for these reviews immediately. At some later date, the staff will begin the formal review. The staff expects to develop a draft safety evaluation (SE) approximately 9 months after the formal review is started. The draft SE will be discussed with the licensee, providing an opportunity for comments. The final SE and the amendment will then be issued approximately 12 months after the beginning of the formal review. the subject of relocations, the staff indicated that it viewed movement of a TS item to documents such as the updated final safety analysis report (UFSAR) or the quality assurance plan (QAP) op p relocation. Moving a TS item to procedures is considered a deletion. This

2 distinction is maue because the regulations eMablish a threshold above which changes to documents such as the UFSAR and the QAP require NRC review and approval, in general, the regulations do not require NRC review and approval of licensee procedures.

The meeting was viewed as useful for both the licensee and the NRC and the staff expects this dialogue to continue. A list of the meeting attendees is enclosed.
