SUMMARY

OF AUDIT "0?rAPRIL 6, 1988 - CONCRETE ANCHORAGE DESIGN CRITERIA On April 6,1988, the NRC staff and its consultants conducted an audit of the TU Electric Corrective Action Program (CAP) for civil / structural design at the offices of Stons & Webster Engineering Corporation (SWEC) in Boston, Massach m t*s. The purposes of the audit were to clarify specific design issues related to concrete anchorages and to review the associated design criteria used by SWEC in the resolution of the concrete anchorage issues. A list of participants in the audit is provided in Enclosure 1 to this sumary.

Issue Development The issues and issue resolution related to concrete anchorage design that were audited by the staff are documented in the civil / structural project status report in Subappendices A14, A15 A20, and A24 through A35. The SWEC represen-tatives presented an overview sumary of the issue development including the sources of the issues, the issue resolution, and the resolution documentation.

The concrete anchorage issues were raised primarily as a result of the Indepen-dent Assessn.ent Program conducted by CYGNA Energy Services and the CPRT Progran, Plan's Design Adequacy Program (DAP) and Issue-Specific Action Plans (ISAPs). '

The overview slides presented to the staff are provided in Enclosure 2 to this summary.

SSER-14 Itenis Related to Civil / Structural CAP The staff discussed the SWEC resolution of three specific issues related to Richmond inserts which were identified in Supplement 14 to hUREG-0797 (SSER-14),

Appendix A. Sections 1.2, 1.6, and 1.11. These three issues as noted in SSER-14 were transferred to the Civil / Structural CAP and pertained to 1) concrete com-pression inserts, strength, 2) testing of Richmond inserts, and 3) spacing at Richmond

1) Concrete Compression Strength - The SWEC validation of the 4000 psi concrete compression strength at CPSES was performed through a review of ISAP II.b, "Concrete Compression Strength " Revision 3. The SWEC review was documented in a Design Validation Related Document Review Fonn, DVRD Review No. DVP-1-090-R-1636. "Concrete Compression Strength." SWEC found the ISAP II,b test program consistent with the requirements of DVP-09U and verifies that the specified design strength of concrete was met during the construction process.

Suninary of Audit on April 6,1988 2) Testing of Richmond Inserts - In developing the allowables for Richmond I inserts at CPSES, test programs were conducted for both full engagement  ;

and partial engagement of the Richmond insert bolt / threaded rod. The full engagement tests were previously conducted by TUGC0 in 1983 and are dis-cussed in SSER-14, Appendix A (Section 1.3). The partial engagement test results are documented in SWJC Test Repert 16345/6-CS(B)-17-05,"Report on Tests of Richmond Inserts With Partial Bolt / Rod Thread Engagement,"

July 1987. The staff is continuing its review of the partial engagement test results.

3) Spacing at Richmond inserts - SWEC developed guidelines to address the

, spacing of anchorages adjacent to Richmond inserts. The guidelines are documented in CPSES Specification 2323-SS-30, "Structural Embedments" in Table 7-1 and CPSES Design Basis Document DBD-CS-015. "The Qualification of Embedments in Concrete," in Table 1 and in Section 6.5.2. The staff is continuing its review of the bases for the SWEC guidelines.

1) Hilti Kwik-Bolt Shear Tests (Edge Distance) - Recent tests by Hilti to determine the edge distance allowables for Hilti Kwik-Bolts have shown that the current criteria of 50 (where D is the bolt diameter) may not be adequate for shear loads. Hilti has submitted a report per 10 CFR Part 21 .

to the NRC staff in a letter from C. J. Poparad (Hilti) to R. D. Martin (USNRC) dated March 18, 1988. For CPSES, the applicant is utilizing the Hilti test data to develop CPSES-specific design guidelinci,. In addit 10n, the applicant is conducting its own confinnatory tests te verify its guidelines. The staff is continuing its review of the CPSES design guide-lines for Hilti Kwik Bolts and similar concrete anchorages.

2) The staff reviewed the SWEC criteria for determining anchor bolt embedment depth and minimum spacing between embedments. Specific questions addressed by SWEC clarified the criteria application. The staff is continuing its review of the stiffness values used for concrete anchorage including baseplate flexibility and prying action factors.
3) Exponents Used in Shear-Tension Interaction Equation - Several types of concrete anchorages are used at CPSES and include grouted bolts, Richmond  ;

inserts, thru-bolts, Hilti concrete expansion anchors, embedded bolts,  :

and embedded plates. The staff discussed the various types of concrete  ;

anchorages used at CPSES and the exponent used in the shear-tension  ;

interaction equation for each type including the basis for the exponent.  ;
