Ice Condenser Utility Group Formation for Technical Specification (TS) and Bases Review / Revision

Dear Mr. Reyes:

In August of this year, an Ice Condenser Symposium was held at the facilities of the Tennessee Valley Authority in Chattanooga for the purpose of technical information exchange between the utilities that own ice condenser containments. During the symposium, the Ice Condenser Mini-Group (ICMG), a technical subgroup sponsored by the Westinghouse Owner's Group, convened and discussed issues related to recent events in the ice condenser industry. The ICMG is composed of representatives from Westinghouse and each of the domestic utilities that own ice condenser containments: Duke Power Company (current Chair), Tennessee Valley Authority, and American Electric Power. As a result of the discussion, the ICMG decided to focus its efforts on the review and potential revision of ice condenser-related TS in order to clarify them.

The affected ice condenser TS will be reviewed individually by the ICMG and a consensus reached on the wording and basis, if a change is deemed appropriate. West.inghouse will be called in for supporting documentation / analyses as required. As individual TS sections are revised, they will be forwarded to the NRC as proposed changes to Standard Technical Specifications (STS) via the NEI TS Task Force; the individual utilities would then ask for approval of the revised ice condenser STS.
