Dear Sir:

Our letter of April 12, 1982, (copy attached) described a deviation from procurement documents in certain instrumentation cable shipped to WPPSS Nuclear Project number 3, and advised of a possible future 10 CFR 21 report. The deviation concerned points of deformation in the insulation at which the wall thickness was reduced below the specified minimum thickness. We have determined that this deviation could not have created a substantial safety hazard under LOCA conditions after forty years of service. The purchaser, Ebasco Services, Inc. participated in this investigation and has approved our report of testing. We will therefore consider this matter closed. Dear Sir:

The purpose of this letter is to advise you of a possible future 10 CFR 21 report regarding a quantity of two conductor shielded instrumentation cable shipped to WPPSS Nuclear Project 3 under Contract No. 3240-628. The cable in question contained points of deformation in the conductor insulation which caused wall thickness at these points to fall below the specification minimum. This deformation was caused by improper adjustment of printing equipment during application of identification printing to the overall cable jacket. The affected cable has been returned to Rockbestos, and our investigation is proceeding to determine whether the deviation could have created a sub-stantial safety hazard under LOCA conditions after 40 years of service.
