Dear Dr. Danofsky:

SUBJECT: REACTIVE SAFETY INSPECTION OF THE 10WA STATE UNIVERSITY RESEARCH

REACTOR

This refers to the reactive safety inspection conducted by Mr. C. Cox of this

office on November 17-19, 1992. The inspection included a review of

authorized activities for the Iowa State University UTR-10 Research Reactor.

At the conclusion of the inspection, the findings were discussed with those

members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures '

and representative records, interviews with personnel, and observation of

activities in progress.

No violations of NRC requirements were identified during the course of this

inspections.

The NRC is concerned with the recent stuck shim safety rod event. Our

inspection included review of the event and your proposed trouble shooting

activities. We acknowledge your commitment in your letter to the Region 111

Regional Administrator, dated November 16, 1992, prohibiting.further reactor

operation until the cause or potential cause of the event has been determined

and assessed and all appropriate testing has been performed and reviewed with

representatives of the NRC Region 111 staff. We appreciate your cooperation

in this matter and encourage you to continue this open channel of

communication between your staff and mine.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
