The technical specifications for the UTR-10 reactor facility are being updated to reflect l_ the change in the facility's operating status. <

Enclosed are three copies of the complete text of the technical specifications with the changes incorporated. Additions have been underlined and deletions have been annotated.

Three copies of a separate attachment are also included as an explanation for the changes.

Explanation of changes to the ISU UTR-10 Technical Specifications Possession Only License Amendment Iowa State University has permanently ceased reactor operations at the UTR-10 reactor facility and is in the process of decommissioning the reactor. The UTR-10 technical specifications are being updated to reflect the change in the facility's operating status.

The Decommissioning Plan for the reactor will be submitted to the NRC for review in early 1999. This update to the techrical specifications will govern activities at the facility until the Decommissioning Plan is approved and demolition begins.

In general, the proposed changes to the technical specifications can be described as eliminating all references to reactor operations and related items. Only items necessary for fuel transfer operations remain in the Safety Limits, the Limiting Conditions for Operation, and the Surveillance Requirements. Similarly, the Administrative Controls section has been edited eliminating the items dealing with reactor operations, but keeping all items that deal with fuel transfer operations. The Definitions section and the Design Features section were not changed. Table 1, shown on the next page, summarizes the uroposed changes to all of the sections of the technical specifications. Table 2 provides a more detailed explanation of changes to sections that had to be modified in a piecemeal fashion.

Finally, the proposed changes to section 3.7, which describes the area radiction monitors, needs funher explanation. It is proposed that the number of area radiation monitors be reduced from the five that were required for reactor operations to two. The two remaining area radiation monitors are required to monitor the spent fuel storage pit. A third area monitor will be utilized as an installed spare.
