ISSUANCE OF ORDER MODIFYING LICENSE-N0. R-59 TO CONVERT FROM HIGH-'
i 10 LOW-ENRICHED URANIUM (AMENDMENT 8)--= IOWA STATE UhlVERSITY--
The U.S. Nuclear Regulatory Commission (NRC) has approved an oroar modifying =
Facility Operating License No R-59, Amendment 8,-for the Iowa State University-Argonaut-Type Training Reactor.. The Order modifies the license in accordance with Section 50.64 of Title 10 of the Code of Federal Regulations (10 CFR),.
~ hich requires that>ainon power reactor such as yours convert-to low-enrichedo w
uranium (LEU) fuel under certain conditions.
An order it being issued in accordance with 10 CFR 50.64(c)(3) and ir. response to your submittals-of--
November 28!:1988, and March 5 and March 7, 1990 JEnclosure 4 contains'an:
a outline'of a reactor start-up; report that should be submitted to the NRC 6. m' 'hs following fuel' loading.
iThe Order will become effective on the later date of either receipt of LEU fuel elements or 30 days following the date of publication of this Order:in the
'Federai R_egister, provided there are no requests for a hearing.
If a hearing is requested the Order will become effective on the date specified in an order-following furtner proceedings on:this Order.
Please inform me when you-receive t
the LEU fuel elements and.when the high-enriched uranium (Hell) will be completely 4
-removed from the facility.
Also, License condition _2.B.3. has been amended to allow possession, but>not-separation, of.spe-ial nuclear material (SNM) produced by operation:of.the reactor.
This condition was implied under the terms of.the_Jicense-but was notistated explicitly.
Because the normal operation of the reactor produces SNM,_ license condition 2.B.3.' has been clan fied to include SNM that is produced in the fuel.
