S0ll REMEDIATION OF THE AFFECTED OUTSIDE AREAS, PAWLING SITE, NY

Dear Mr. Wolff:

This is in response to your letter dated December 1, 1992, in which you requested approval to.begin remediation of the contaminated soil areas at the Nuclear Lake site in Pawling, New York. In our evaluation, we reviewed the following reports:

1. A Work Plan for the Soil Remediation of the National Park Service Property located near Pawling, New York, November 1992 (November 1992 Work Plan)
2. A Health & Safety Plan for the Remediation of the National Park Service Property located near Pawling, New York, November 1992 (Novemt -r 1992 Health & Safety Plan)

These documents were prepared for the Chevron Corporation by Integrated Environmental Services (!ES), a division of the Nuclear Energy Services (NES),

We also reviewed a letter dated December 7,1992, from Mr. F. Trejo, General Manager, IES/NES. Tbc letter clarified the approach described in the soil remediation work plan regarding the scope and use of the 1988 Oak Ridge Associated Universities (ORAU) report. As described in the letter, and as we discussed during phone conversations with you and IES/NES, the 19b8 ORAU report will be used only as information for identifying the general location of contaminated soils. Also, NES does not intend to release for unrestricted use the contaminated soils area under the scope of the November 1992 Work Plan. Under a separate work plan NES will perform an initial radiological survey of the contaminated areas prior to start of the complete site decontamination effort and a full site release survey of the buildings and the soils at the completion of the work.

In addition to the November 1992 Work Plan and the Health & Safety Plan, we reviewed the December 9,1992, letter enclosing the resumes of the personnel for the' Pawling site remediation project. In our review we evaluated the proposed personnel capabilities, contractor organization, worker training program, the radiation worker permit program, tha radiological control program for ensuring worker safety and for monitoring effluent releases, and the program for packaging and shipping radioactive wastes. . . 2 out in a manner which adequately protects worker, and public health and' safety-and the environment, assuming that the following two additional conditions are met:

1. The site supervisor should be available at the site during.the entire soil remediation process.
2. All equipment and material removed from radiologically contaminated areas, shall meet the contamination limits in " Guidelines for Decontamination of Facilities and Equipment Prior to the Release for Unrestricted Use or Termination of Licenses for Byproduct, Source, or Special Nuclear Material," dated August 1987.

Notwithstanding any statements in the above documents. Chevron and the-National Park Service (NPS) are responsible for complying with all applicable NRC Regulations.

With the above conditions, we approve your pl for soil remediation.
