Additional Surface Contamination at the Nuclear Lake Site
Dear Mr. Austin:
Enclosed is a fax NES, Inc./ Integrated Environmental Services (NES/IES) received from the National Park Service dated 8/31/93 (enclosure 1). The fax indicated the possibility that residual surface contamination could be still preserit in the Waste Disposal Building (WDB). A scoping survey was performed on 9/3/93 in the WDB by NES/IES in response to the new 2 information. The scoping survey revealed a 2 ft area with fixed beta-gamma surface contamination. The survey also revealed that original attempts to decontaminate the floor caused the spread of radioactively contaminated concrete chips. These chips, in turn, could have potentially contaminated other building contents. i NES/IES would like to address and remediate the additional contamination as described in the proposal outlined in the enclosure 2 (Change order to Chevron, USA Contract no. C-092385, " Nuclear Lake Decommissioning Project, Waste Disposal Building Decontamination and Final Release Survey"). If approved by the NRC, the work would take place on September 17 and 18,1993 prior to the confirmatory survey which is scheduled for the week of September 20-25,1993. ADDITIONAL SAMPLING AT THE PORMER CULP-UNITED NUfUat CORPORATION SITE, PAWLING, N.Y.
Dear Mr. Roth:
i On February 28, 1986, personnel of Oak Ridge Associated Universities Radiological Site Assessment Program (ORAD /RSAP) continued cleap) of Ca-1 efforts (initiated on February 26,1985) of a small general area (16 ft contamination located in the northeast portion of the Waste Disposal Building at the former Gulf-United Nuclear Corporation site near Pawling, New York (Figure 1). Gamma scanning, using Nal(Tl) scintillation detectors, indicated surface contact levels, prior to cleanup, ranging from 45 to 240 ul/h. Elevated i beta-gamma reedings were also obtained. Exposure rates of 16 uR/h were recorded at I a above the surface. 3 3 Coring operations removed an additional 3 ft of concrete and 6 ft 9f soil. Contact exposure rates were significantly reduced; however, elevated ~ activity still remains, especially on a small concrete strip located under a metal support (contact levels of 120 uR/h were recorded). This area could not be accessed for cleanup purposes. Exposure rates at 1 m above the surface were reduced to 13 uR/h. Elevated contact exposure rates (45 uR/h) were also noted on the western portion of the contaminated concrete slah This area covera approximately 0.5 ft x 2 ft. Exposure rates in this area may be due, however, I to the isolated location of eler2ted activity noted above. One additional location of elevated radiation levels (230 uR/h) was identified in the extreme northeast corner of the building. Concrete chip j fragments were removed, reducing contact exposure rates to 16 uR/h.

It should be noted that.because of limited site information and lack of l proper equipment and time to finish the survey, ORAU was unable to complete cleanup to background levels. j e 1 CHANGE ORDER TO CONTRACT No. C-092385 NUCLEAR LAKE DECOMMISSIONING PROJECT WASTE DISPOSAL BUILDING DECONTAMINATION AND FINAL RELEASE SURVEY Introduction NES, Inc./ Integrated Environmental Services (NES/IES) proposes to perform the decontamination and final release survey of the Waste Disposal Building (WDB) at the Nuclear 12ke site. A scoping survey was performed on 9/3/93 in the WDB by NES/IES in response to a fax received on 8/31/93 from the.'lational Park Service. The fax indicated the possibility that residual surface contamination could be still present in the building. The 2 scoping survey reveale(! a 2 ft area with fixed beta-gamma surface contamination. The survey also revealed that original attempts to decontaminate the floor caused the spread of radioactively contaminated concrete chips. These chips, in turn, could have potentially contaminated other building contents. The change order has been divided into the following six tasks: { Task 1: Prepare Work Plan Addendum Task 2: Survey / Remove Waste Disposal Building Contents (Main Level Only) Task 3: Perform Initial Survey of Main Level Task 4: Decontaminate Concrete / Package Waste Task 5: Perform Final Release Survey of the WDB Task 6: Prepare Addendum to Final Report l Each task is discussed separately below: Task 1: Prepare Work Plan Addendum As part of this change order, the original work plan titled " Decommissioning Plan for the Plutonium Facility and Multiple Failure Building of the National Park Service 1.ocated Near Pawling, New York;" will be revised to include an addendum titled " Appendix 1. ' Decontamination and Decommissioning Plan for the Waste Disposal Building.'" This addendum will define WDB affected and unaffected areas, contain the work plan to survey and remove the building contents from the main level, the initial survey plan and a work plan to decontaminate and package the concrete.
4 l 1 Task 2: Survev/ Remove Wa.,te Disposal Buildine Contents Giain Level Oniv) This task involves the survey and removal 'r the contents of the main level of the WD Building. Main floor contents includ^ v-r21ation, cardboard, bird droppings, etc. 3 Estimated material to be surveyed and / -ed of as " clean" waste is approximately 8 yds. Task 3: Perform Initial Survey of Main level After the contents of the main level are removed from the building, an initial survey will be performed to determine the isotope (s) of concern, the extent of the fixed plus removable contamination and if any contaminated concrete chips are still present. Task 4: Decontaminate Concrete /Packace Waste Any identified contaminated concrete surface will be decontaminated uring a chipping hammer, followed by vacuuming with a HEPA filtered vacuum. If other surfaces in addition to concrete are found to he contaminated, they will be decontaminated using a suitable technique. Task 5: Perform Final Release Servey of WDB After all contaminated surfaces are decontaminated, NES/IES will perform a final release survev of the WDB. The final release survey will be in accordance with the " Final Release Survey Plan of the National Park Service Property Located Near Pawling, New York for l Chevron USA, Inc.," June 1993. Task 6: Prepare Addendum to Final Report This task will involve an addendum to the final project report titled " Final Project Report for the Decontamination and Decommissioning of the Plutonium Facility and Multiple Failure Building, Nuclear Lake, Pawling, New York," August,1993. The addendum to the report will contain the final release survey results of the WDB, along with all survey documentation. ) l l 1 i - -}}
