Dear Dr. Merges:

This provides a response to your letter dated December 18, 1992, which requested an explanation for approving the work plan for soil remediation of the National Park Service property located near Pawling, New York, with a cleanup level of 15 pCi/g for Cs-137. That value is double the concentration previously provided Chevron Corporation in Mr. Bangart's letter, dated April 22, 1991, to Ms. Norris. The concentration given in the 1991 letter was based on an exposure rate of 5 yR/hr above background at a he!ght of one (1) meter.

However, the Action Plan associated with our Site Decommissioning Management Plan requires using existing guidance, which for materials licensees stipulates a cleanup level of 15 pCi/g for Cs-137. That concentration was based on an exposure rate of 10 pR/hr above background at one (1) meter from the surface.
