Chevron Research and October 12, 1993 Technology Company 1003 West Cutting Boulevard Richmond Cahtomia P0. Box 4054 VIA FACSIMILE Richmond, CA 94804-0054 Health, Environment & Safety Mr. John Austin U.S. Nuclear Regulatory Commission One White Flint North Building 11555 Rockville Pike Rockville, MD 20852 RE:
APPROVAL TO DEMOLISH OUTDOOR STRUCTURES NATIONAL PARK SERVICE PROPERTY PAWLING. NEW YORK
Dear Mr. Austin:
Chevron has received the Nuclear Regulatory Commission's ("NRC's") October 8,1993 letter providing approval to demolish outdoor structures (the sodium tent pad, emergency generator building, shield blocks and crosswalk) located at the Pawling, New York site. However, the last sentence of the first paragraph of this letter raises some question as to what is actually being required by the NRC of Chevron.
Based on requirements stated in the Confirmatory Order between Chevron, the National Park Service ("NPS") and the NRC and required activities stated in the " Decommissioning Plan for the Plutonium Facility and Multiple Failure Building of the National Park Service Property Located Near Pawling, New York for Chevron USA, Incorporated", the above identified I
outdoor structures are all " unaffected areas" which the NRC requires no surveys or other activities to be conducted by Chevron or the NPS.
j Although no surveys are required for these outdoor structures, Chevron and the NPS plan to voluntarily conduct certain additional radiologic surveys as structures are being demolished and prepared for transfer off-site. These include:
- 1) Surface scans for beta and gamma activity.
- 2) Analysis of composite samples of the rubblized material.
- 3) Analysis of soil samples taken under concrete slabs.
