Gentlemen:

This refers to the routine physica1' security inspection conducted by Messrs.

G. L. Pirtle and B. Drouin of this. office on April 8-15, 1985, of activities

at the Westinghouse Training Reactor authorized by NRC License No. R-119, and

to the. discussion of our findings with Mr. G. W. Scholand and other members

of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certai of your activities appeared to be in noncom-

pliance with NRC requirements. -You will be notified by separate correspondence

of our decision-regarding enforcement actions based on the findings of this

inspection. No written response is required until you are notified of the

proposed enforcement action.

A concern exists pertaining to the management's direction and oversight of the

security program which warrants senior management involvement. Specifics of

this concern are addressed in Paragraph 4.e of the Report Details. Actions

to resolve this concern will-be reviewed during future inspections.

Certain commitments to resolve concerns noted during the inspection are

identified in paragraphs 4.a(1).and (2), 4.c, and 4.d. Please advise

us if our understanding of these commitments is incorrect.

An enforcement conference was held on May_3, 1985. Details of this meeting

are addressed in Paragraph 5 of the inspection report.

Areas examined during the inspection concern a subject matter which is

exempt from disclosure according to Section 2.790 of the NRC's " Rules of

Practice," Part 2, Title 10, Code of Federal Regulations. Consequently,

our report of this' inspection will not be placed in the Public Document

Room.
