Areas Inspected:

Included Security Organization; Use and Storage Area for SNM; Detection Devices and Procedures; Access Controls; Communications; Responso Procedures; and Lost Material Notification.

The inspection involved 55 inspector-hours by two NRC inspectors.

The inspection was begun during normal working hours.

Five of the fifty-five inspector-hours were completed during off-shift periods.

Results:

Four possible violations were noted in the areas inspected as listed below:

Detection Devices and procedures:

Some alarm monitoring requirements were not being performed.

Access Control:

Required personnel screening was not completed for one individual.

Access Control:.Two security-related keys, when not in use, were not controlled in accordance with Security Plan criteria.

Access Control:

Required combination changes for certain security-related locks were not made in a timely manner.

An unresolved. item pertaining to compensatory measures for certain alarm equipment outages was noted and will be sent to NRC, HQ for resolution.

Additionally, a concern was noted pertaining to the detection capability.

The licensee's initial immediate corrective actions for the apparent violations and area of concern appeared adequate.
