SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 47 TO FACILITY OPERATING LICENSE NO. DPR-34 PUBLIC SERVICE COMPANY OF COLORADO FORT ST. VRAIN NUCLEAR GENERATING STATION DOCKET NO. 50-267 Introduction and Background By letter dated December 6,1985, the Public Service Company of Colorado (the licensee) requested certain changes to the technical specification (TS) for the Fort St. Vrain (FSV) Nuclear Generating Station. These changes concerned LC0 4.3.10 and 5.3.8 which pertain to the safety related snubbers used in various plant systems at FSV. The change was requested because certain mechanical snubbers in these systems, listed in Table 4.3.10-2 of the FSV TS, required repair or replacement. The licensee had determined that suitable replacements or spare parts for these mechanical snubbers were not available and that these mechanical snubbers would have to be replaced with equivalent hydraulic units.

However, the current TS specifically identified certain snubbers as either mechanical or hydraulic, so that replacement of one type with another required a TS change. The licensee's proposal is discussed and evaluated below.

Evaluation In Generic Letter 84-13, dated May 3,1984, the staff established a general policy concerning TS for snubbers. The staff found that a large number of license amendments had been required to add, delete or modify the snubber listings within TS although there was no safety-related reason for identifying snubber types in the TS.

Accordingly, the staff concluded that inclusion of snubber listings within the TS was not necessary, thus, changes in snubber types could be made by licensees under the provisions of 10 CFR Part 50.59.

The change proposed by the Public Service Company of Colorado effectively deletes the snubber type from the current TS listing. Since this change is in accordance with the staff policy as delineated in Generic Letter 84-13, the staff finds this change to be acceptable. However, the staff notes that this acceptance applies only to the interchange of hydraulic and mechanical snubbers.
