Background

The subject classified application supersedes an unclassified applica-tion dated August 24, 1978, and conforms to the established license fonnat. The amendment concerns partial dismantling (that does not affect the fuel bearing portions) of Government furnished fuel assemblies and subsequent storage.

Discussion The fuel assemblies are to be handled and stored in accordance with previously approved limits in the existing license. No immersion operations are to be conducted. The amendment is concerned solely with nuclear criticality safety since the dismantling operations do not involve the fuel-bearing portions. The operations to be authorized meet the nuclear safety standard established in the existing license, which provides assurance of subcriticality under both nonnal and credible abnormal conditions.

The proposed license amendment was discussed with Mr. J. Roth. I&E Region I principal inspector for the UNC plant, in telecons on October 3 and 4, 1978. Mr. Roth saw no objection to issuance of the amendment.
