lLLINOIS POWER COMPANY 0982-L CLINTON POWER STATION. P.O. BOX 678. CLINTON. ILLINOIS 61727 DocketLNo. 50-461~ October 26, 1984

Subject:

Clinton Unit I Construction Schedule Update

Dear Mr. Denton:

The USNRC letter dated May 29, 1981 from H.- R. Denton to W. J. Kelley requested Illinois Power Company to provide a quarterly update concerning the Clinton I construction schedule.

-The Critical Path Schedule Analysis shows that the limiting system schedule, Nuclear Boiler, is about 54 days behind. ' nis ._

system ~is a prerequisite to the Reactor Integrated Flush and Cold Hydro milestones. The critical path analysis is performed each month to identify problem areas sufficiently in advance so that timely corrective actions can be taken..

Work arounds and recovery programs are being developed for the Nuclear Boiler-and other systems required for these milestones.

These actions will improve the forecasted date for commencement of

. Integrated Flush and Cold Hydro to December, 1984 and January, 1985, respectively. The target for Fuel Load remains at January 3, 1986.

The Company has revised the schedule for the start of Commercial Operation from November 1, 1986~ha July 10, 1986. The previous target was based on the scheduled start of the reactor warranty run.

The new target is based on the start of an earlier phase of reactor testing (Test Condition Three), during which sufficient power is generated to supply power to customers. The purpose of this change is to more accurately define the commencement of Commercial Operation.

Since the change is only a re-definition of the stage of power production at which Commercial Operation is achieved, no other changes to program schedules are required.

We will continue to submit quarterly updates of the Unit I construction schedule.

r yours,
