Alabama Power Comany has identified three proposed administrative fire protection system technical specification changes that will correct the Farley Nuclear Plant Technical Specifications and allow for br:tter scneduling of surveillance testing. These changes were identified during routine reviews.

The three proposed changes are:

1. Unit 2 Table 3.7-6, " List of Fire 11ose Stations" A review of the existing fire hose stations has identified hose stations in the auxiliary building to diesel generator building tunnel that should be added to the Unit 2 Technical Specification list of fire hose stations. These fire hose stations are currently being tested as part of the same test procedure as the fire hose stations that are listed in the technical specifications.

Therefore, adding the auxiliary building to diesel generator building tunnel hose stations to the technical specifications is an administrative change since it does not affect the extent or frequency of testing.

A review by the Farley plant staff identified an error in the Unit 2 Technical Specification Table 3.7-15. The sprinkler system L/m number for the clean storage area is incorrectly identified as 2A-108, it should be 2A-52. This change is administrative in ()gQv nature since it corrects an error.

3. Unit 1 and 2 Technical Specification 4.7.11.1.2 c.

The fire suppression water system surveillance requirement 4.7.11.1.2.c requires that every 18 months, during shutdown, the fire pump diesel must be subjected to an inspection. Since the inspection can be performed independent of the operating mode of the plant without affecting the v.alidity of the test or plant operation, the requirement to perform the inspection during shutdown is not appropriate. Therefore, the proposed change is to delete the words "during shutdown" which will allow better scheduling of this surveillance requirement. This change is administrative in nature since it does not affect the extent, frequency or validity of the surveillance requirement.

These proposed changes are administrative in nature such that a significant hazards consideration is not involved, as defined in 10CFR50.92, and is consistent with item (i) of the " Examples of Amendments that are' Considered Not Likely to Involve Significant Hazards Consideration" listed on page 14870 of the April 6,1983 issue of the Federal Register. The Plant Operations Review Committee has reviewed this proposed change. The Nuclear Operations Review Board will review this change at a future meeting.

The class of this change is designated as Class II for Unit 1 and Class I for Unit 2 according to 10CFR170.22 requirements. A check for

$1,600.00 to cover the total amount of fees required is enclosed with this letter.

In accordance with 10CFR50.30(c)(1)(i) three signed originals a.nd forty (40) additional copies of this proposed change are enclosed.
