specifies limiting conditions for operation for the Monticello fire suppression system. Technical Specification 3.13.B.2 allows one of the three fire protection pumps to be inoperable provided redundant pumps are operable. Technical Specification 3.13.B.3.b states:

"With the fire suppression water systems otherwise inoperable...[p]rovide a special report to the Commission within 14 days outlining the actions taken and the plans and schedule for restoring the system to operable status."

This letter provides the information required by the above specification.

Three fire protection pumps, one diesel driven and two electric driven, are normally available for fire protection system demand. The twn electric driven pumps are each equipped with discharge rcM valves. Both relief valves share a common discharge line without an installed isolation capability.

On March 26,1995, the pump discharge relief valve for the electric screen wash / fire pump (P-104) became inoperable. The screen wash / fire pump was declared inoperable. In the course of removing the relief valve for maintenance on March 28,1995, it was necessary to secure the electric fire pump (P-110) for a short time, approximately 15 minutes, to permit installation -

of an isolation device. The electric fire pump (P-110) was electrically secured to provide personnel protection during this short maintenance evolution. The electric fire pump (P-110) l was retumed to operable status immediately following installation of the isolation device. l Similarly, it was necessary to secure the electric fire pump, in addition to the screen wash / fire pump, when the isolation device was removed and the screen wash / fire pump discharge relief 1 valve was re-installed in the system on March 30,1995. The electric fire pump was retumed to operable status immediately following removal of the isolation device. The screen wash / fire pump was returned to service on March 30,1995.

NORTHERN STATES POWER COMPANY April 6,1995 Page 2 During these short maintenance periods when two of the three fire protection pumps were inoperable, an operator was stationed near the electric fire pump controller. The operator could have readily taken actions to start the electric fire pump if necessary. The diesel driven fire pump remained available and operable throughout these svolution's.
