Northem States Power Company Monticello Nuclear Generating Plant 2807 West Hwy 75 Monticello. Minnesota 55362-9637 February 1,1995 Technical Specification 3.13.B.3.b US Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Special Report Reauired by Monticello Technical Specification 3.13.B.3.b Monticello Technical Specifications, Section 3.13.B, " Fire Suppression Water S/ stem,"
specifies limiting conditions for operation for the Moriticello fire suppression system. Technical Specification 3.13.B.2 allows one of the three fire protection pumps to be inoperable providea redundant pumps are operable. Technical Specification 3.13.B.3.b stries:
"With the fire suppression water systems otherwise inoperable...[p]rovide a special report to the Commission within 14 days outlining the actions taken and the plans and schedule for restoring the system to operable status."
This letter provides the information required by the above specification.
1 On January 19,1995 two of the three fire protection pumps were out of service for a period of approximately fitteen hours. This action was taken for the performance of planned preventative maintenance on two check valves and a drain valve in the fire suppression system. The isolation for these valves required the common header for the two fire pumps to be isolated resulting in the inoperability of the two fire pumps. The check valve maintenance consisted of an inspection, per the plant check valve program. The preventative maintenance for the drain valve consisted of replacing a style of valve known to exhibit deficiencies in similar applications with a different style of valve.
One of the two inoperable fire protection pumps vas retumed to service and determined to be fully operable on January 19,1995. The second inoperable fire protection pump was determined to be fully operable on January 20,1995.
During the per!od of time which the two fire protection pumps were inoperable the following compensatory actions were taken:
Performance of work requiring the use of ignition sources (e.g., welding, flame cutting, brazing, or soldering) was not allowed in the pertinent affected structures.
