MONTICELLO NUCLEAR GENERATING PLANT i Docket No. 50-263 License No. DPR-22 l Special Report Reauired by Monticello Technical Specification 3.13.B.3.b Monticello Technical Specifications, Section 3.13.B, " Fire Suppression Water System,"

specifies limiting conditions for operation for the Monticello fire suppression system. Technical Specification 3.13.B.2 allows one of the three fire protection pumps to be inoperable provided redundant pumps are operable. Technical Specification 3.13.B.3.b states:

"With the fire suppression water systems otherwise inoperable...[p]rovide a special report to the Commission within 14 days outlining the actions taken and the plans and schedule for restoring the system to operable status."

This letter provides the information required by the above specification.

On March 14,1996 at 0532 hours0.00616 days
0.148 hours
8.796296e-4 weeks
2.02426e-4 months
, two of the three fire pumps were removed from service for planned modification work. This planned action was necessary to install injection connections with isolation valves in the fire line piping just downstream of the pump (s) discharge valves.

The isolation for these valves required the common header from the two fire pumps to be isolated resulting in the inoperability of the two fire pumps. The injection connections with isolation valves will be used in the future to inject biocide and dispersant to control the growth of Microbiologicalinfluenced Corrosion (MIC).

Both fire pumps were retumed to service at 1802 hours0.0209 days
0.501 hours
0.00298 weeks
6.85661e-4 months
the same day (March 14,1996).

During the period of time for which the two fire protection pumps were inoperable, the following compensatory actions were taken:

Performance of work requiring the use of ignition sources (e.g., welding, flame cutting, j brazing, or soldering) was not allowed in the pertinent affected structures.

l l Contingency plans were in place to terminate the maintenance and restore the fire suppression system in an expeditious manner, if required.
