This letter includes a special report in accordance with Section 3.13.B, Fire Suppression Water System, of the Monticello Technical Specifications. Section 3.13.B.3.b includes the follow,ng requirement with regard to more than one fire pump simultaneously inoperable.
With the fire suppression water systems othenvise inoperable...[P]rovide a special report to the Commission within 14 days outlining the actions taken and the plans and schedule for restoring the system to operable status.
Accordingly, NSP is providing the following special report.
On January 28,1998 at 5:32 A.M., two of the three fire protection pumps were removed from service as the result of the system configuration necessary to support planned maintenance.
This maintenance involved the replacement of a strainer backwash valve and the re-packing of an isolation valve. The system configuration for the maintenance required an isolation of the common header from the two fire pumps. Both fire pumps were returned to service on January 28,1998 at 11:15 A.M.

The following compensatory actions were taken when the pumps were inoperable.
W6rk requiring the use of ignition sources was prohibited in the affected areas.
Contingency plans were in place to terminate the aforementioned valve maintenance and restore the fire suppression system in an expeditious manner.
