Section E.2 10 0FR 20, Appendix F Section Ill.E.1 requires shipper investigation and regional NRC notfication if a low-level radioactive waste shipment has not been received at its destination within 20 days after transfer.

10 CFR 20, Appendix F Section Ill.E.2 requires regional NRC notification to be made within 2 weeks of completien of the investigation.

On April 1,1997, an investigation was completed conceming a January 1997 railroad chipment of scrap turbine parts from the Monticello Nuclear Generating Plant which did not reach its intended destination within 20 days. \ttachment A of this letter provides results of our investigation into this incident. This iutter therefore fulfills the above notification requirements.

This letter contains no new NRC commitments, nor does it modify any prior commitments.

REPORT OF INVESTIGATION FOR LATE ARRIVAL OF SHIPMENT 96-67 TO ALARON CORPORATION l

INTRODUCTION Two Sea / Land containers of scrap radioactively contaminated turbine parts (Monticello shipment 96-67) from the Monticello Nuclear Plant were being shipped on a singic rail car to the ALARON Corporation radioactive waste processing facility in Wampum, PA. During the transport of the rail car from Monticello to ALARON Corporation, problems in handling by the railroads resulted in a significant delay in delivery of the rail car. NSP personnel tracked the movement of the rail car and informed the railroads of problems with the shipment. The shipment left the Monticello site on 12/20/97 and arrived at ALARON Corporation on 1/31/97. l 10 CFR 20 Appendix F, Section Ill.E.2 states that if a notification of receipt has not been received by a shipper within 20 days after transfer, the shipper should investigate the shipment and file a report of the investigation findings with the appropriate NRC regional office. This report of the results of the investigation of  ;

shipment 96-67 satisfies the requirement of 10 CFR 20 Appendix F, Section lil.E.2. The investigation was completed on 4/1/97.

INVESTIGATION The NSP rail car was released to Burlington Northern (BN) railroad from the Monticello Nuclear Plant on 12/20/96. BN transported the rail car to Chicago.

The rail car was delayed in Chicago as a result of problems with the bill of lading on the BN computer system. NSP personnel contacted BN personnelin Chicago and identified the problems with the bill of lading. A number of phone calls were  ;

required to resolve the problems with the bill of lading. l BN service ends in Chicago. Any cars continuing east are transferred to Conrail railroad. During the transfer from BN to Conrail, BN personnel mistakenly placed the NSP rail car in a train destined for New Jersey instead of westem  ;

Pennsylvania. NSP personnel contacted Conrail when the car was identified as i

being in New Jersey to ensure the rail car would be routed to ALARON l Corporation. The incorrect routing created difficulty for Conrail in rerouting the car to the proper destination. Significant delays were encountered as a result. l 1

t NSP Monticello personnel tracked the location of the car during the shipment

! and periodically contacted railroad personnel regarding the status of the rail car.

l NSP personnelidentified problems with the handling of the shipment by the j

railroads and worked with the railroads to resolve the problems. The rail car was finally delivered to ALARON Corporation on 1/31/97.  !
