Operating Liconoe DPR-28 Docket No. 50-2't1 Abnorcal Occurrence No. A0-73-22 Conticeent As defined by Technical Specifications for the Vermont Yankee Nuclear Power Station, Section 6.7.3.1, we are reporting the following Abnornal occurrence na A0-73-22 and confirming our telephone conversation with your office.

During a tianagement review of the Surveillance Testing Schedule on July 30, 1973, it was noted that source calibretion of the radiation monitore associated with the Reactor Building Vent Er.haust Duct and the Refueling Floor Zone had not been perforred since April 8,1972. This constitutes a violation of Table 4.2.3 of Technical Specifications which requires a calibration frequency of every three months. Functionally ,

the circuitry nosociated with thene monitors provides initiating signals to the Standby Cas Treatment System and the Reactor Building Ventilaticn Inolation System. During thio period of time, the circuitry was functionally tested on a monthly ba910 and the detector indicating unito voro c1cceronically calibrated every three months. All referenced tests and calibrations verified that the devices actuated at the Technical Specification trip oettinga required in Table 3.2.3 and that either one upacale trip or tvo downscale trips would have performed the intended system operation.

The monitors were source calibrated incediately upon discovery of the ominston. Both Refueling Floor Zone monitora vore found to be within the 110% acceptance critoria required by the test procedure. One of the Rnactor Building Vent Exhaust Duct monitors was found to be 8312060020 730807 -

The occond Exhauct Duct monitor was indicating approxitately 6% higher than the standard source and it too was readjusted. Thin monitor would have caused a proper systeci operation sooner then the required trip netting icpoced by Technical Specification, Tchle 3.2.3.
