l . s AFFIDAVIT OF JOHN J. LANCE ON NECNP I.D.1 JOHN J. LANCE, being on oath, deposes and says as follows:

1. I as the Manager of the Mechanical Services Group, employed by Yankee Atomic Electric Company. I am a qualified Level III, Ultrasonic Non-Destructive Examiner, duly qualified and certified by the American Society of Non-Destructive Testing.

l 2. PSNH intends to examine the reactor vessel welds during preservice and inservice examinations using the requirements of ASME Section XI as specified in the PSI /ISI programs and per the requirements of Regulatory Guide 1.150 to the extent not inconsistent with Recommended Changes to Regulatory Guide 1.150 prepared by the "Ad Hoc Committee of the Electric Utility Industry" as presented to the Nuclear Regulatory Commission in August of 1982.

The PSI contractor, NES of Danbury, Connecticut, has successfully

demonstrated equipment, procedures and techniques in accordance with the Regulatory Guide and changes. Pending Seabrook Station site-specific modifications, these examination equipment, procedures and techniques will be fully implemented at Seabrook Station in the examination of the reactor pressure vessels.

The measures described in the Recommended Changes to Regulatory Guide 1.150 satisfy the intent of the Regulatory Guide and, further, since the original Regulatory Guide was thought to be unusable, the PSNH position to use.these Recommended Changes enhances the assurance of safety over the original Regulatory Guide.

Based on the above, I feel there is no issue relative to NECNP Contention I.D.1 on which factual hearings are warranted.
