Dear Mr. Connors:

By copy of your December 3, 2002, letter to Mr. Edward Stroup, President of Local Union 1289, you formally requested the Nuclear Regulatory Commission (NRC) to undertake a priority investigation into these issues with an eye toward taking every necessary remediative step to ensure full compliance with all operating standards. The subject issues, discussed in Mr. Stroups letter of November 27, 2002, are related to a recently announced staff reduction at the Oyster Creek Nuclear Generating Station operated by AmerGen Energy Company, LLC (AmerGen).

The NRC assesses licensee performance and compliance with requirements through its Reactor Oversight Program (ROP). The ROP includes inspection activities in the areas of fire protection and instrumentation and control. The NRC Region I Office had been aware of the concerns described in Mr. Stroups letter of November 27, 2002, regarding the staffing changes undertaken by AmerGen. As such, they had initiated a review to ensure that NRC requirements were being maintained. I have forwarded your letter to NRC Region I for their information and action in support of the ongoing review.
