IV. rpm _.11 Examination of piping and component supports to satisfy the intent of the required VT 3/4 has been addressed in Relief Request F-1. This request provided that installation verifications,.preoperational test inspections and system functionability verifications, which.are conducted during construction and startup, would be used in lieu of a VT-3/4, This request was conditionally approved in Appendix S of Supplement 12 to the CPSES Safety Evaluation Report (SER). Conditions of the approval were in regard to scope, timing and recording of the examinations. These conditions have been met and are appropriately documented at CPSES. Snubbers As allowed by IWF-5200 all inservice tests were conducted at the manufacturers facility and as allowed by IWA-6310 records of these tests are being maintained at the manufacturer's facility. Class 1 System Leakaae Test A Section XI system hydrostatic test was performed on those portions of the Reactor Coolant System greater than 1 inch nominal pipe size, which are < normally subject to Reactor Coolant System pressure during operation at 100% rated reactor power. This pressure test is documented as " Test Package  ;

  1. 5500." The more stringent conditions of the hydrostatic test allow credit to  !

be taken for a ASME Section XI, Class 1 system leakage test also. This test encompassed the majority of the Class 1 piping. Leakage tests for those class 1 portions of the systems (including Reactor Coolant) which are not normally subject to Reactor Coolant System pressure during operation at 100% rated ' reactor power shall be addressed in the PSI Summary Addendum. Relief Reauesti For those situations where complete compliance with the Code examination requirements would have created an undue hardship without a compensating increase in the level of quality and safety, a request for relief was submitted to the NRC pursuant to 10CFR50.55(a)(2). A total of 25 such requests were submitted to the NRC during the period from October 7. 1982, and August 29, 1984. NRC review of these requests is documented in Appendix S of Supplement 12 to the CPSES SER. In the course of this review 16 requests were determineo to be acceptable, one (1) was conditionally accepted (F-1) and , eight (8) were determined to be unnecessary. Following issuance of Supplement 12 it was determined that additional requests for relief would be necessary. In a submittal dated April 17, 1989, five (5) new requests were provided to the NRC for review along with a revision of three (3) previously approved requests. All requests for relief (30 total) are summarized below and are referenced as appropriate in Appendix B. 7/30/90 ._

SUMMARY

ADDENDUM Purpose l The purpose of chis addendum to the PSI Summary Report (dated June 30, 1989) ' is to provide ';he final information , relating to the Preservice Inspection (PSI) at the Comanche Peak Steam Electric Station (CPSES) Unit 1. Scopt This. addendum addresses those examinations and tests of Code Class 1 and 2 systems as stipulated in the CPSES Unit 1. PSI plan which were not addressed in  ; the PSI Summary Report. These subject examinations and tests include integral attachments Class I system leakage tests, Section XI repair / replacement as a  ! result of PSI, Form NIS-1 "0wners Report for Inservice Inspections", i clarification on the Unit I reactor vessel nozzle inner radius PSI and changes to Appendix B of the Summary Report. I Eddy-Current-No changes since submittal of PSI Summary Report Pipina and Components The following page replacement change has bee.' made to Appendix B: o Page 132 Summary No. 057200 (correetion to results) 1 No welded repairs resulted from PSI, all indications were removed or reduced to acceptable size via cosmetic surface coraitioning. Sucoorts No changes since submittal of PSI Summary Report. Snubbers No changes since submittal of PSI Summary Report. Class 1 System Leakaae Test Leakage tests for those Class 1 portions =of systems which are not normally I subject to Reactor Coolant System pressure during operation at 100% rated

reactor power have been completed. These pressure tests are-documented in Test Packages 4900B, 4900L, 4900H, 4900P, 5700D, 5700E, and 5800A.

Examinations of. Class 1 and 2 integral attachment welds were conducted utilizing surface' techniques in accordance with the requirements of ASME l Section XI, 1980 Edition, no Addenda. Refer to Appendix C (new Appendix) for a summary of the examinations. Note: Component integral attachment welds are listed in- Appendix B, of the PSI Summary Report. 4 Form NIS-1 Form NIS-1 "0wners Report for Inservice Inspection" has been completed and ' signed by TV Electric and their Authorized Inspection Agency. This ASME Section XI Data Report documents and certifies the completion:of the Preservice Inspection (PSI) for CPSES Unit 1 ASME Class 1-and'2 piping systems, components and their supports as required by ASME Section XI, 1980 Edition, no Addenda. i Suecorts Examination of piping and component supports to satisfy the intent of the required VT 3/4 has been addressed in Relief Request F 1. This request provided that installation verifications, preoperational test inspections and I system functionability verifications, which are conducted during construction and startup, would be used in lieu of a VT 3/4. This request was conditionally approved in Appendix S of Supplement 12 to the CPSES Safety Evaluation Report (SER), Conditions of the approval were in regard to scope, timing and recording of the examinations. These conditions have been met and  ! are appropriately documented at CPSES. i Snubbers As allowed by IWF 5200 all inservice tests were conducted at the manufacturers ! facility and as allowed by IWA 6310 records of these tests are being maintained at the manufacturer's facility. Class 1 System Leakaoe Test A Section XI system hydrostatic test was performed on those portions of the Reactor Coolant System greater than 1 inch nominal pipe size, which are normally subject to Reactor Coolant System pressure during operation at 100% rated reactor power. This pressure test is documented as " Test Package

      #5500." The more stringent conditions of the hydrostatic test allow credit to be taken for a ASME Section XI, Class I system leakage test also.      This test encompassed the majority of the Class 1 piping. Leakage tests for those class 1 portions of the systems (including Reactor Coolant) which are not
normally subject to Reactor Coolant System pressure during operation at 100%

l rated reactor power shall be addressed in the PSI Summary Addendum. Relief Reauests For those situations where complete compliance with the Code examination requirements would have created an undue hardship without a compensating increase in the level of quality and safety, a request for relief was submitted to the NRC pursuant to 10CFR50.55(a)(2). A total of 25 such requests were submitted to the NRC during the period from October 7, 1982, and August 29, 1984. NRC review of these requests is documented in Appendix $ of Supplement 12 to the CPSES SER. In the course of this review 16 requests were determined to be acceptable, one (1) was conditionally accepted (F 1) and eight (8) were determined to be unnecessary. Following issuance of Supplement 12 it was determined that additional requests for relief would be necessary. In a submittal dated April 17, 1989, five (5) new requests were provided to the NRC for review along with a revision of three (3) previously approved requests. All requests for relief (30 total) are summarized below and are referenced as appropriate in Appendix 8. 7/30/90 t PSI

Summary Report (dated June 30, 1989) is to provide the final information relating to the Preservice Inspection (PSI) at the Comanche Peak Steam Electric Station (CPSES) Unit 1. ScoDe , This addendum addresses those examinations and tests of Code Class 1 and 2 systems as stipulated in the CPSES Unit 1 PSI plan which were not addressed in

;    the PSI. Summary Report. These subject examinations and tests include integral attachments, Class 1 system leakage terts, Section XI repair / replacement as a result of PSI, Form NIS 1 " Owners Report for Inservice Inspections",

clarification on the Unit I reactor vessel nozzle inner radius PSI and changes to Appendix B of the Summary Report. Eddy Current No changes since submittal of PS!
