SUMMARY

OF MARCH 2, 2020, MEETING REGARDING LICENSE AMENDMENT REQUEST TO SUPPORT SHUTDOWN OF REACTOR DURING UPCOMING REFUELING OUTAGE (EPID L-2020-LLA-0031)

On March 2, 2020, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Exelon Generation Company, LLC (Exelon or the licensee). The purpose of the meeting was to discuss Exelons license amendment request (LAR) dated February 25, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20056E958) for R. E. Ginna Nuclear Power Plant (Ginna). The meeting notice dated February 28, 2020, is available at ADAMS Accession No. ML20059K497. A list of attendees is enclosed.

Exelon requested expedited review of the outage-related LAR. The amendment would add a one-time note for use of alternative means for residual heat removal (RHR) during shutdown of the reactor during the upcoming refueling outage scheduled to start in April 2020, due to the possibility of not being able to open the normal RHR suction valve MOV 700. The amendment proposes to revise Technical Specifications (TSs) 3.4.7, 3.4.8, 3.9.4, and 3.9.5 to add the note to allow the use of alternate means for RHR. The purpose of the teleconference was to understand the technical aspects of the performance and reliability of the proposed alternate RHR methods.

The following topics were discussed during the public teleconference.

The NRC staff and Exelon discussed the wording of the proposed modifications of the TSs, and the need to ensure that only methods approved by the NRC would be implemented, if necessary. As a result of the discussion, the NRC staff provided the following requests for additional information to the licensee:

2. Evaluate adding the word approved in the note before the term alternate means of RHR.

The NRC staff and Exelon also discussed the performance details of the alternate RHR flow relative to the performance of the existing RHR flow. The NRC staff discussed the configuration of the actual piping of the alternative RHR methods. As a result of the discussion, the NRC staff provided the following requests for additional information to the licensee:

3. Provide performance details for the alternate RHR flow.
4. Provide a figure depicting the solid steam generator cooldown flow path, as well as a table comparing reactor coolant pump and decay heat loads with the capacity of the condensate cooling method.

Members of the public were not in attendance. No public meeting feedback forms were received.
