BELLEFONTE NUCLEAR PLANT UNITS 1 AND ' - BABCOCK & WILCOX'S NONCONSERVATIVE ANALYSIS OF NEUTRON FLUX - NCR BLN NEB 8007 - THIRD INTERIM REPORT On November 5,1980 R. W. Wright, NRC-0IE Region II, was informed that the subject nonconformance was determined to be reportable in accordance with 10 CFR 50.55(e). This was followed by our interin reports dated December 3, 1980 ant March 30, 1981. Enclosed is our third interin report. We consider 'O CFR Part 21 to be applicable to this deficiency. We expect to st 5mit our next report by February 23, 1982.

THIRD INTERIM REP 09T Dascription of De riciprey P&M's measurement errors assumed in determining Reactor Protection Systen (RPS) setpoints may he nonconservative under specific plant conditions. These errors may allou operation outside the estah11shed safety limits in certain desirn basis events.
The events of concern are: small overcooline and small steam line breaks; large steam line break in containment; and the rod ejection accident.
Interim Procress B&W is continuing their ir.vestigation into this item by way of charge assessment program item No. 007. The B&W schedule calls for input to TVA by February 1082.
