BLRD-50-439/84 EINAL REPORT The subject deficiency was initially reported to NRC-OIE Inspector P. E. Fredrickson on August 22, 1984 in accordance with 10 CFR 50.55(e) as NCR BLN EEB 8416. Thit. was followed by our first interim report dated September 19, 1984. Enclosed is our final report. We consider 10 CFR Part 21 applicable to this deficiency.

NCR BLN EEB 8416 FINAL REPORT Description of Deficiency Battery 1EB-EU-50-D (C&D type LC33) failed to deliver catalog capacity during the performance of preoperational test PT-EU-OlA in May and September 1983.

Subsequent tests and inspections of cells from this battery by the vendor (C&D Batteries of Plymouth Meeting, Pennsylvania) revealed that the root cause of the deficiency is the "reigel wrap" material which was used as a mat between the cell positive plates and the separators. The "reigel wrap" is shedding and filling the cell area normally reserved as " sediment space". This condition coupled with the normal shedding of active material from the plates is increasing the potential for internal short circuits. C&D has determined that this is the cause of the low capacity exhibited by the 1EB-EU-50-D battery.

This condition is not generic to other TVA plants since no other batteries have been supplied to TVA which use the "reigel wrap" material.

Safety Tmplications Ifthedeficiench'remaineduncorrectedthebatterycapacitywouldcontinueto decrease due to the shedding "reigel wrap" material and its subsequent affect on capacity noted above. Eventually the battery would no longer have .

sufficient capacity to perform its intended safety function in support of a safe shutdown. This condition could have jeopardized the safe operation of the plant had it remained uncorrected.

Corrective Action All eight vital batteries associated with units 1 and 2 will be replaced with new batteries which do not use "reigel wrap" in their construction. This action will be completed by six months before fuel load of the applicable unit.

The action taken to prevent recurrence has been accomplished by C&D by discontinuing the use of "reigel wrap" in the construction of their batteries.
