Clinton Power Station Unit 1 =t Docket No. 50-461 Attached is a copy of the internal Illinois Power Company report entitled " Determination on an Acceptable By-Pass Leakage of Secondary Containment used in the Design Basis Analysis of the Radiological Consequences of a Loss-of-Coolant Accident."

This report presents Illinois Power Company's position on the bypass leakage issue identified as an open item in Section 1.9 of the Clinton SER. We believe that this report will show that Clinton Unit 1 can be safely operated with a Technical Specification bypass leakage limit of 11 percent. We would hope that, after reviewing this report, the NRC will agree that an 11 percent bypass limit is acceptable. We would also hope that such a finding would be included in a supplement to the Clinton SER.
