NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2, AND INDEPENDENT SPENT FUEL STORAGE INSTALLATIONS (ISFSIs), SURRY POWER STATION, UNIT NOS. 1 AND 2, AND ISFSls, REQUEST FOR ADDITIONAL INFORMATION (RAI) REGARDING REVISIONS TO EMERGENCY ACTION LEVELS (TAC NOS. MD4964, MD4965, MD4966, MD4967)

Dear Mr. Christian:

By letter dated March 28, 2007, Virginia Electric and Power Company (the licensee), submitted proposed revisions to the emergency action levels (EALs) for the North Anna Power Station, Unit Nos. 1 and 2 and ISFSIs, and Surry Power Station, Unit Nos. 1 and 2 and ISFSIs. The proposed revisions would implement a new scheme based on Nuclear Energy Institute (NEI) 99-01, Revision 4, Methodology for Development of Emergency Action Levels. The Nuclear Regulatory Commission (NRC) staff is reviewing the submittal and has determined that additional information is required to complete its evaluation. The NRC staffs RAI is enclosed.

The questions which make up the request were discussed with licensee staff on August 6, 2007. As discussed during the teleconference, the EAL submittal for each plant site was evaluated in parallel and RAIs were generated accordingly. The response should address the RAIs on a site-specific basis. Each licensee should address the RAI applicable to their site, revise the EAL and/or provide more information in the EAL Basis, and revise the Difference/Deviation Matrix as applicable. A revised Difference/Deviation Matrix and Redline/Strikeout copy shall be provided in the licensee's response. Also, a complete, clean, EAL Basis Document shall be provided as an attachment to the licensee's response.
