The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License OPR-59 for the James A. FitzPatrick Nuclear Power Plant. This application is filed in accordance with Section 10 CFR 50.90 of the Nuclear Regulatory l Commission's regulation. -l This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to revise the Surveillance Requirements and-  !

associated Bases for the emergency diesel generator fuel oil transfer system j and the emergency diesel generator air starting compressors to clarify that  !

testing of these~ systems / components can be conducted either concurrently, .;

or independently of the monthly emergency diesel generator tests. The proposed changes' also clarify the Bases for emergency diesel generator fuel .f quality testing. l The proposed change to the Technical Specifications is Attachment I to this :i Application for Amendment to the Operating License.
