[ l ENCLOSURE HARTSVILLE NUCLEAR PLANT - ALL UNITS WIRING DISCREPANCIES ON HIGH PRESSURE CORE SPRAY COMPONENTS ,

10CFR50.55(e) REPORT NO.1 (INTERIM)

NCR'S HNP.-A-084, HNP-A-085, AND HNP-A-086 On February 8, 1980, TVA informed NRC-0IE Region II, Inspectors F. S.

Cantrell and R. W. Wright, of a reportable deficiency under 10CFR50.55(e) involving wiring discrepancies on the high pressure core spray (HPCS) diesel generator (DG) control switchgear, HPCS motor control centers, and HPCS DC air compressor skid assembly. These discrepancies are in addition to those reported to you in our final reports on HNP-A-013 and

! HNP-B-006 dated December 7,1978, and on HNP-A-021 dated March 7,1979.

This is the first interim report on these reportable deficiencies. TVA

, anticipates transmitting a final report on these deficiencies on or before l

August 29, 1980.

N Description of Deficiencies Wiring checks by Hartsville site personnel disclosed wiring discrepancies i

' in the HPCS'DC control switchgear (HNP-A-084), HPCS motor control centers (HNP-A-085), and the HPCS DG air compressor skid assembly (HNP-A-086).

These discrepancies involve wiring terminations which do not match the wiring diagrams, errors on the wiring diagrams, missing wires, mislabeling l or nonlabeling of parts or terminations, and numerous examples of discrepancies, between bill of materials and installed components.

The DG control switchgear was fabricated by .ernational Controls and l Switchgear, Rocky Mt., North Carolina, for Mr.rison-Knudson, Power 4 Systems Division, Rocky Mt., North Carolina, under subcontract to GE who supplied these components to TVA as part of the NSSS package for both Hartsville and Phipps Bend Nuclear Plants. The DG air compressor skid units were fabricated by Morrison-Knudson as part of the GE NSSS package.

The HPCS motor control centers were fabricated by Powell Electric Manufacturing Company (Powell), Houston, Texas, as part of the GE NSSS package.

} Corrective Actions

! As a result of the wiring discrepancies discovered both at Hartsville and j Phipps Bend.(NCR PBN-033 reported to OIE Inspector F. S. Cantrell on August 2,1979), GE and Morrison-Knudson have sent a task force to Phipps Bend to check and correct the Morrison-Knudson equipment there (switchgear 4

land air compressor skids). ' Following completion of the work at Phipps Bend, the task force will go to Hartsville to correct the discrepancies in Morrison-Knudson equipment there.

Corrective actions _to be taken on the- Powell motor control ' centers are under consideration by TVA and GE at this time.
