SUMMARY
CONSUMERS GENERAL OFFICE PROC NO GORT-1 POwER EMERGENCY PLANNING PAGE 1 OF 6 COMPANY PROCEDURE REV 6 GENERAL OFFICE RESPONSE TEAM (GORT) 1.0 PURPOSE To describe and define the responsibility of the General Off ice Response Team (GORT) during an emergency situation at a Consumers Power Company nuclear facility.
2.0 ATTACHMENTS None 3.0 INITIAL CONDITIONS AND/OR REQUIREMENTS The plant must be at an Unusual Event, Alert, Site Area Emergency or General Emergency before initiation of this procedure.
4.0 RESPONSIBILITIES
- It is the responsibility of the GORT to monitor the emergency, authorize non-Corporate support requested by the Site Emergency Director (SED),
and mobilize Corporate response to assist in manning the Emergency Operations Facility (EOF).
5.0 REQUIREMENTS 5.1 ACTIONS (UNUSUAL EVENT) 5.1.1 On-Call Director
- a. Upon notification by Power Control, establish communication with the affected plant and provide all required assistance if necessary.

- b. Notify an individual from Senior Management as found in Appendix G, Augmentation List.
NOTE: It is up to the On-Call Director to call Senior Management either immediately or the next morning (if the event is on the backshift). Use your own judgement but do not wait too long after 8:00 AM.
5.2 ACTIVATION (ALERT)
If the Alert has been terminated prior to notification, the On-Call Director may stop activation of the GORT by instructing Power Control to make no further notifications. The On-Call Director may notify an individual from Senior Management as found in Appendix G, Augmentation List, if necessary *
- a. Report to the GORT area (P26-104).
- b. Establish communication with the SED and determine:
- Extent of the emergency and mitigating actions taken.
- Whether notifications have been made to the Federal, State, and local agencies.
- Whether the SED wishes to activate the EOF. If so; determine which support personnel are required and instruct the Emergency Planning Representative to mobilize personnel.
- c. Brief Senior Management on emergency status and requests for
- GORT-1 additional assistance from the SED

- b. If the Site Emergency Director requests outside assistance, instruct the Emergency Planning Representative to notify or request as required:
- 1. Mutual assistance from Detroit Edison, The Toledo Edison Company, The Cleveland Electric Illuminating Company or The Indiana Michigan Power Company.
- 2. Institute for Nuclear Power Operations (INPO) *
- 3. Nuclear Safety Analysis Center (NSAC).

5.2.3 Emergency Planning Representative
- a. Report to the GORT area.
- b. Provide resource assistance requested by Senior Management and/or the On-Call Director.
- c. Ensure that additional support personnel requested to report to the GORT area or the EOF by the On-Call Director are mobilized. (Refer to Appendix G, Augmentation List for internal notifications, and Non-Company Support for external notifications.)

5.2.5 Logistics

REV 6 5.3.1 On-Call Director
- a. If the emergency is classified as a Site Area Emergency or General Emergency when initially notified:
Contact the SED and determine the extent of the emergency and which support personnel are required at the EOF.
Report to the GORT area.
Brief Senior Management and GORT *
- b. Instruct the Emergency Planning Representative to notify support personnel to supplement plant EOF staff, and Logistics to initiate actions to activate the EOF and make flight arrangements for General Office EOF management personnel.
- c. While enroute to the EOF, establish communications if possible with the TSC and'EOF for status updates. Upon arrival at the EOF, assume the responsibilities of EOF Director.
5.3.2 Senior Management, Emergency Planning Representative and Radiological Advisor
- a. If the emergency is classified as a Site Area Emergency or General Emergency when initially notified, report to the GORT area *

(Refer to Appendix G, Augmentation List for internal notifications, and Non-Company Support for external notifications.)
