s Palisades Nuclear Plant is now using hand-held metal detectors in addition to walk-through metal detectors to assist l 2

security officers in performing required searches of personnel entering the plant. De hand-held metal detectors may be used when walk-through detectors are not working or not available and, when necessary, to localize the source of alarm for individuals who alarm the walk-through metal detectors. %e following information describes changes to the Palisades Suitability, Training and Qualification Plan which require security personnel to qualify in operation and testing of hand-held metal detectors. Dese changes have been designated Revision 16.

The affected Plan pages and instructions for adding this revision to the Plan are also included in this attachment.

Revised Plan text is shaded for identification Consumers Power Company has determined that this revision does not decrease the safeguards effectiveness of the  !

Palisades Suitability, Training and Qualification Plan or the overall security program. As such it is submitted under the provisions of 10CFR50.54(p)(2). The affected Plan pages and instructions for adding this revision to the Plan are also included.

DESCRII"flON OF CIIANGES Appendix B, Page 2 of 20, Task Number 2.1.1.2:

This task has been revised to require security personnel to qualify in operation of hand-held metal detectors, in addition to walk-through metal detectors. This revised task requires the officer to demonstrate proper use of the O detector and the ability to follow proper procedures if the detector alarms. This change reflects the addition of hand-held metal detectors to equipment used for searching ofindividuals entering the plant protected area.

I Appendix B, Page 18 of 20, Task Number 4.3:

This task has been revised to require security personnel to qualify in testing of hand-held metal detectors. This new task requires the Security Shift leader to demonstrate the ability to properly test the hand-held metal detector. The hand-held metal detector has been added as a tool to assist security personnel in performing required searches of personnel entering the plant.
