APPLICATION FOR AMENDMENT TO OPERATING UCENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating Ucense No. DPR 59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.

The proposed change revises the trip level setting for the High Pressure Coolant injection (HPCI) turbine steam line high flow isolation and the related Bases to reflect GE methodology. The current trip level setting is based upon a calculational method which provides an overly conservative setting which results in an increased potential for HPCI system high steem line flow differential pressure isolation during surveillance testing and the requirement that the HPCI system be declared inoperable. The proposed setpoint is based on a more accurate General Electric methodology which incorporates actual plant performance test data versus a purely theoretical analysis.

The proposed change revises the trip level setting for the HPCI turbine steam line high flow isolation contained in item 31 in Technical Specification Table 3.2 2 on page 70b.

The proposed change to the Technical Specifications is Attachment I to this application for amendment to the Operating Ucense. The Safety Evaluation for the proposed change is included as Attachment 11.
