James A. FitzPatrick Nuc'sar Power Plant Docket No. 50 333 Proposed Change to the Technical Specifications Regarding HPCI Steam Line Isolation Signal (JPTS-89 037)

Dear Sir:

In accordance with the provisions of 10 CFR 50.91(a)(5), the Authority requests that ,

the NRC issue an emergency change to the James A. FitzPatrick Technical Specifications. This change is necessary to avoid a plant shutdown as otherwise required by the Technical Specifications. FitzPatrick is currently operating in a 7 day Limiting Condition for Operation (LCO) under the provisions of Specification 3.5.C.1.a.

This LCO expires at approximately 6:00 am. on Tuesday, December 12, 1989. If this change is not granted prior to this time, then Specification 3.5.C.1.b requires the plant to be in a cold condition, less than 150 psig reactor pressure within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

The Authority requests that inis apptbation for amenoment be processed on an >

emergency basis under the provisions of 10 CFR 50.91(s)(5), since insufficient time exists to provide for a 30 day public comm?nt period without requiring a plant shutdown.

As described in Attachment II, this request satisfies the criteria for an emergency ,

L technical specification change. For the reasons detalled in the attachment, this situation could not have been foreseen or avoided.

L This amendment proposes to change the High Pressure Coolant injection (HPCI) turbine steam line flow trip level setting contained in item 31 in Technical Specification Table 3.2 2 and the related Bases to reflect GE methodology. The current trip level setilng is based upon a calculational method which prouldes an overly conservative setting which results in an increausd potentia! for HPCI system high steam line flow l' differential pressiare isolation during surveillance testing and the requirement that the l HPCI system be declared inoperable. The proposed setpoint is based on a more accurate General Electric methodology which incorporates actual plant performance test data versus a purely theoretical analysis. With the proposed setpoint, the HPCI system may be declared operable, removing the constraint of the LCO.

If this amendment cannot be granted prior to the expiration of the 7 day LCO, the Authority requests a temporary waiver to Specification 3.5.C.1.b allowing continued full power operation until the amendment is granted. Since the nature of the HPCI p.Q22 g gfh h b p P

Inoperability is only apparent when the reactor is at full pressure (1000 psig), the shutdown requirament (<150 psig) does not permit HPCI to be adequately tested to determine operability, in addition, the HPCI system other then when in a specific test configuration is fully operational in a manual mode should the need exist. It is also availabe in the auto mode with a slightly longer response time.
