ILLINOIS 62525 October 24, 1980 Mr. Gaston Fforelli, Chief Reactor Construction and Engineering Support Branch U.S. Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137 Clinton Power Station Notice of Violat ion and Int.pection Report No. 80-17 This refers to your letter of September 11, 1980, transmitting Violation and Inspection Report No. 50-461/80-17. In accordance with our recent conversation, we acknowledge authorization from Mr.

R. C. Knop to extend our response date to October 24, 1980. The Violation and Inspection Report included the following statement of noncompliance:

" Contrary to the above, Non Seismic Category I floor drain lines in the reactor fuel building are installed and routed over and in close proximity to electrical power and control Seismic Category I cable trays."

The report is based on in-process observations of incomplete drain piping which is currently under construction. The design engineer--

Sargent & Lundy--has been verifying that the design of piping (and other features) is adequate to assure compliance with the regulatory requirements. It is expected that S&L's verification program will continue through 1981 and perhaps into early 1982.

S&L has issued a Design Criteria and Project Instruction to define and control the engineering verification program. If the program identifies requirements for modifications to installed werk, changes will be handled by our normal design and construction control methods.

Completed work will, of course, meet all PSAR commitments and regula-tory requirements noted in Violation and Inspection Report No.

50-461/80-17.
